Results pilot project competition

31 Pilot Projects initiatives followed the invitation to submit an application to the MED-ENEC Pilot Project competition. Due to the receipt of at least one application from each MEDA country a good regional spreading could be ensured. The evaluation meeting took place at the 28th and 29th of August 2006 in Tunis. The evaluation committee accepted all applications that were sent before the deadline by regular or registered post. The following evaluation criteria were taken into account:

1. the potential as pilot project

2. the quality of energy concept

3. the economic results

4. the environment benefit

5. the consortium and set up of project 

In a first round the evaluation committee decided after thorough evaluation that 13 applications did not satisfy the minimum thresholds requirements. In a second round the remaining 18 applications meeting the minimum thresholds were scored. As the competition aimed at an equal distribution of PP initiatives among the 10 MEDA countries, the final selection took into consideration the national spreading and the overall score obtained in the evaluation. According to the competition documents in each country the application with the highest score was awarded. Also in the reserve list, the evaluation committee aimed at equal country distribution; therefore first the second highest score of each country was taken into consideration (and so forth). This resulted in the following ranking list:

The MED-ENEC team has invited the first 10 ranks to enter into contract negotiations. In case that the negotiations with or the implementation of a pilot project initiative fails, the awarding authority may start contract negotiations with another pilot project initiative according to the order of the ranking list.
